OBD3 Diagnostic Interface: Features & Benefits

I hope someone can help me with this.
I have an OBD3 and a VAG-COM 311 diagnostic interface, but I can only connect to the engine control unit (ECU). It's an Audi A3 manufactured in November 2003.
What could be the reason for that?
