TFL Scandinavia: What's the Deal?

Hi.

I had an EOS here today that was (presumably accidentally) coded with "TFL Scandinavia."
The result was:

Light switch position -> Light.
0 -> on
Tunnel -> to
I don't remember what "Standlicht" means.
ON -> OFF

What should be done about the fact that the light is ALWAYS off when the "AN" position is selected?

The body control module (BCM) is the same one that my Passat has.
