In my case, it was a broken air connection to the vacuum sensor on the EGR valve of a T5 built in 2014 with a 2.0 TDI engine. This causes the vacuum sensor in the turbocharger control system to reach its full range of travel, and the sensor then reports an error. First, the preheating indicator starts flashing, then the engine check light comes on.
