I can understand the breathing issues, as I experienced something similar with a faulty catalytic converter on my Passat, but that doesn't explain the lack of power below 1600 RPM.
According to VAG, no one has yet worked on the engine. The previous owner (a company) only brought the car to the workshop and never worked on it themselves. All filters have been replaced, the pre-feed pump still needs to be checked, but it's likely the reason for the lack of power at low RPM anyway  .
The previous owner never noticed any performance issues after a visit to the workshop, so the problem either existed from the beginning, or it developed gradually over time.

Hopefully, you'll take it to a different workshop. Don't tell them too much about what was done or replaced before. That might only lead them to look for the problem in the wrong place.

Now it's my turn to share my experiences on this issue.
I drive a Passat Variant AJM, manufactured in October 1999, with a 5-speed manual transmission and 110,000 km on the odometer. My brother owns the same model, but without the Climatronic system, manufactured in December 1999, with a 5-speed manual transmission and 115,000 km on the odometer.
The performance difference between the two vehicles is significant.
Based on my impression, I would say that my vehicle is missing approximately 10-15 horsepower.
The engine is much more responsive and revs more freely, despite having a "weak" mass airflow sensor.
I managed to get a little more out of it with a box from PSI. Now the performance is satisfactory, and it produces usable power even from low RPMs, starting at 1350 RPM.
It still performs well even at 160 km/h.
Today I was on the highway with two other people in the car, and according to the speedometer, we were going 220 km/h.
Even when the device is turned off, there are always 200 available.
I can also confirm the issue with the car struggling to start when the engine is cold, as well as the sudden surge of power around 1800 RPM.
My conclusion about this car and engine combination: the car only becomes truly fun with a tuning box (chip).

Hi,
That reminds me again of my camshaft that was incorrectly installed from the factory and the impression after the adjustment... I'm slowly getting the impression that it might make sense to include this story in the technical article about common mistakes regarding frequent errors.
To achieve this, it would be helpful if as many people as possible who are complaining about poor performance of their PDs (Personal Digital Assistants) were to at least once check the settings of their NW (Network Wireless) configuration. Gruß Ulf

I received the following tip from another forum, which made me smile, but I still tried it out, just out of frustration.
Searching for a very bad, bumpy road section.
Drive on this route at a high speed (approximately 100-130 km/h).
The vehicle should be able to 'climb' or 'struggle' noticeably over the rough terrain.
Release the accelerator for several seconds, then press it fully again.
Repeat this procedure of releasing and reintroducing the gas several times.
Purpose: A loose piece of 'something' that could clog the cat is caused by the strong vibrations to move to another location, or, ideally, it crumbles. It doesn't always work everywhere, but it can be a help in troubleshooting without having to disassemble everything.
Well, I tried it, and my Golf IV now revs smoothly from 1600 to almost 4000 RPM (previously, it only revved up to 2200-2500 RPM). The top speed, according to the climate control, is now about 205-208 km/h on a straight road, compared to just under 190 km/h before. I didn't really want to write this here, because it almost sounds like a fairy tale... Anyway, now I know that if I experience a loss of power again, I'll first check the exhaust and manifold. Now I hope it lasts a long time - or maybe not, because I still have a used car warranty on this 'treasure.' }

Since the spring of 2004, I've been experiencing essentially the same symptoms with my Bora AJM.
as described by ttns4 and other AJM owners who have experienced similar issues.
* Generally weak - poor traction.
* Subjectively, not enough power on the highway.
* Top speed (manufacturer's speed 195) not achievable (only 182 according to the Climatronic system), despite favorable conditions (tank 1/4 full, tire pressure ok, no wind, climate control off, no incline, 1 person, straight highway, ~20 degrees Celsius air temperature, plenty of acceleration).
High fuel consumption: 7-7.5 liters. Previously, I was getting 0.5 liters better fuel economy with a similar driving profile.
The lack of a maximum speed doesn't really bother me, as I hardly ever have the opportunity to use it.
I just wanted to know if I'm imagining the loss of power, what bothers me is the subjectively worse acceleration.
Since the mass airflow meter (LMM) was faulty last year, I'm not sure what the correct fuel consumption should be for my Bora.
However, even with the old mass airflow sensor and two people on board, I managed to reach approximately 195 km/h (which is 5 km/h more than I'm getting now) during my only attempt.
My mechanic says that all the values, including the mass airflow sensor (MAF), are within the normal range according to the diagnostic readings.

* LMM, naturally.

Hello.
I found my mistake. The car is running again, and it's going a good 220 km/h. The fuel consumption has decreased.
In my case, it was due to the fuel temperature sensor (G81), which was intermittently providing incorrect values. It would sometimes drop to below 0°C even when the engine was at operating temperature. I only noticed this after frequently driving with my laptop and constantly monitoring the values.
Because there was no interruption, no error was triggered. The sensor simply displayed incorrect values.
In city traffic, I'm now back to 5 liters per 100 kilometers, and on the highway it's 6 liters per 100 kilometers, but with a very brisk driving style.
Furthermore, I have learned that the contacts on the connector for the fuel temperature sensor can become loose on the Passat.
So don't always immediately blame the Large Language Model.
