My Škoda Roomster had Euro2 emissions standards, and it couldn't be upgraded beyond that!
Aftermarket catalytic converters are often available for the 1Z engine. As far as I remember, all 1Z engines came with a catalytic converter and could be retrofitted to meet Euro2 emissions standards (although the first 1Z engines only met Euro1 standards).
Once, I asked a retrofitting specialist why he offered a catalytic converter as an add-on for a vehicle that already came with one from the factory, and I was immediately thrown out! Sometimes, no response is a clear answer.

How can I tell if my car already meets the Euro 2 standards?

That also means that I have paid far too much in taxes over all these years! Can I get a refund?

Clear answer: No, PG!!! (Tough luck!)

According to the vehicle registration document (FZG Schein), your car is a Euro 1 standard and you will pay taxes accordingly.

Check out autobild.de.
Under 'Search' (e.g., type in 'tax'), you will find a lot of information.
Including, among other things, the various key numbers found on the vehicle registration document.

And a change of vehicle registration is not retroactive.
However, you will be credited with the period between the reclassification at the road traffic authority and the registration at the tax office (approximately 1 month), which is something.

'Your 1Z must be quite old if it still has a Euro1 emissions standard.'

And here's my small contribution:

I had my car (year 1994) converted to meet Euro 2 emissions standards. The Volkswagen workshop that did the conversion said that all 'TDI' engines (not just 'TD') from within the group are capable of meeting Euro 2 standards!
It cost me 10 DM at the car dealership and 10 DM at the registration office (or were they Euros icon_wink.gif). I got a new registration and a change in the vehicle registration document. Everything went smoothly. It's a shame I didn't know this earlier...

PS: Unfortunately, the claim that you can get back the excess taxes paid in previous years is just an internet myth icon_cry.gif.

Hello, although this thread is quite old, it's very relevant to me right now.
I also encountered the problem that the previous owner of my Passat 1Z wouldn't allow the car to be registered with a different-purpose designation. I happened upon this solution by chance. So, I went to the TÜV (technical inspection agency) to get the necessary certificate and then had the car reclassified at the local administrative office. Two weeks later, I received a letter from the tax office asking whether the vehicle was originally equipped in that way from the factory. I provided the woman with the information I found on this forum and also asked if I could be reimbursed for the taxes I had overpaid, mentioning that it would be quite expensive for me as a student.

And then, today I received a letter from the tax office, and they credited me with €288 for the period from February 27, 2003, to December 31, 2004 – which is when I registered the vehicle! If anyone doesn't believe me, I can gladly scan the letter and send it to them.

If you have a TDI*, go to your trusted dealer or to Dekra/TÜV and get them to issue you a form regarding 're-coding' (they will know what it is). Then, take this form to the registration office to have your vehicle documents updated. The rest will happen automatically... However, I would still recommend calling the relevant tax office afterwards and asking about any potential refunds... The car itself will not be touched or modified in any way.

I'm not sure if it will work with the older 1Z engine in the Audi 80 (the one with the LMengenM), but I'll play dumb.

'I went to the friendly [mechanic] today where I have my Golf (a '94 1Z TDI from the first owner with 84,000 km, but unfortunately it's E2/Euro1). They remembered that there was something about it before, but they didn't know exactly what. Instead, they offered me a different catalytic converter... that's how it would be written in their service system or whatever it's called. I'll ask my trusted Audi master tomorrow. I haven't even registered the car yet (because the money that the [government] has is notoriously difficult to get back icon_smile.gif).'
I will let you know tomorrow, but for now I'm going to upgrade the GRA icon_smile.gif.

No, it won't work.
My Audi 80 from 3/93 could not be converted to meet Euro 2 emissions standards. It was only with the engine change introduced in 9/93 that the engine could be converted to comply with Euro 2 regulations.

'I have to ask about this... I wanted to get my Passat, which was first registered in November 1993, converted to a different emission standard, but they told me it wasn't possible at the dealership. So, I bought a catalytic converter and managed to get it certified as Euro 2. It cost me 239 Euros, but I thought I would almost make that back in the first year.'

Did I just get ripped off, or is that how it's supposed to be for this year of manufacture?

It's probably like that with the Bj... (referring to a specific year or model).
Unfortunately, my dad's Audi TDI from 1993 with the 2.5-liter engine is also not able to be reprogrammed.
I had my TÜV inspector make copies of all the documents related to the reclassification process for me.
It probably only works with diesel and TDIS engines.
The Golf and A80 received the update relatively early, while the others got it later, unfortunately.

That's a TDI engine. The engine code is 1Z. Newer models have the same engine code, and I'm not sure if anything has been changed.
