CU-Heating pipe is available in 12, 15 (!) and 18mm outer diameter.
I don't remember exactly what fit for my 1.6D back then, but the ZR (timing belt) replacement is due for the TDI soon.

Hi, if you can weld:
bend a piece of round steel into a horseshoe shape, with a steel extension at the back and two steel pieces at the front, orthogonal to the horseshoe level, ready. Can you bend it so that it fits into all the wheels (intermediate shaft, cam shaft etc.)?
I had the marking stake turned -> Diameter 15.45mm (TD, 1Z, AAZ, AFN)

...when using a locked latch, the fit accuracy is not really that important either. A long nut is also sufficient. The pin is only used to ensure that the number of teeth on the gearbox wheel and the ESP wheel match.
I also highly recommend the locking line from Klann. This is very accurate, and with all the camshafts I have used it on, the measurable clearance on both sides was constant (0.35mm per side, according to the feeler gauge measurement).
You can also drive the camshaft wheel with a key (through the hole in the rear cover) from the cone. However, I place the end of the mothering roller (->for the tension roller) in between, because the material of the cam wheel is very soft!
