That can't be done with VCDS. Also, I wasn't entirely serious.

You need to find someone who has the necessary equipment and expertise to read out the old PIN. Alternatively, you could clone the Immo block by copying the Immo block from the old dump and overwriting the Immo block from the new dump. However, you can't do any of this, and it goes too far. I shouldn't have started down this path.
Have the new speedometer calibrated online at Volkswagen. That will be the easiest way.
