AC Fan Starts Briefly: Troubleshooting Guide

A colleague has a Leon (1M) with a 150PS TDI engine. Shortly after turning on the air conditioning, the fan runs at full speed for a few seconds. Then it stops spinning (if the engine is cold) and after about a minute, it starts again for a few seconds.
"No idea if this is normal or not?? What controls the fan here? (Could there be a defective temperature sensor...)"

My A3 does the same thing, but it's due to a blown fuse for the first fan speed.
