Frozen Windshield Washer Nozzles: Troubleshooting

Hello fellow DIY enthusiasts!
Is there a way to determine if the windshield washer nozzles on a Sharan, manufactured in December 2001, are still heated?

Please take a current measurement at fuse 19 (5A), as this should be the common fuse for BOTH nozzles. If you need to know the current draw for each nozzle individually, you'll either have to feel for it (if that's possible at these temperatures) or measure the current at each nozzle separately.
