Are there scratches or blemishes on the new windshield?

Our new Skoda Rapid Spaceback, with approximately 20,000 km on the odometer, exhibits a veil of tiny bright spots when viewed through the freshly washed windshield towards the low-lying (bright) sun, estimated at around 5 points per square centimeter.
Visually, it's comparable to the micro-metal flakes in the spray mist of a metallic paint spray can when viewed against a bright light.
You can only see it below the sun, meaning that depending on the head position, different areas of the bright spot halo will become visible.
It spreads fairly evenly across the entire surface.

Is this "state of the art" or a valid reason for a complaint?

It could be anything. (But you don't have a nano-coating, do you?) Have you tried seeing if it can be polished off with a little force? In my current "winter car," there were also streaks on the windshield when I took possession; the manufacturer then recommended a glass ceramic cleaner. It worked well.

Did the car ever used to be parked under linden trees?

Lime trees... AFAIK no, but it's my partner's car.
Just now, I looked at the disc under a magnifying glass, but those tiny things don't look like drops of flower sap to me.
Even when I gently feel the area with my fingertips, I don't notice any corresponding bumps.

It's definitely worth making a complaint, especially if you're feeling frustrated. At least that way, you would have reported the issue early on, rather than potentially waiting too long. You can explain that it was the first time the car was washed or cleaned.
Perhaps... if you're lucky, it's residue from a strong cleaning agent that will disappear over time.
