Passat 3C - No keys available

Hello, I have my car, a 2006 Passat Variant, parked outside my door, and as usual, I can't find the key. My inquiry to VW about ordering a new key was unsuccessful. I am part of the one percent for whom Volkswagen does not have data regarding closure.
I need to buy a completely new locking system.

Here's my idea:
Buy a new radio key from VW and pair it. I can get the car started, possibly with the help of the ADAC (German Automobile Club). Is this thought process correct so far?

To my knowledge, you need an already functioning remote control to pair a new one. If anyone knows more about this and would like to correct me, please feel free to do so.
