A wonderful good morning to all the professionals here!

I would really appreciate your help again.

For a few days now, my Tiguan (2.0L TDI 140hp, built in 09) has been malfunctioning.
The orange warning light is flashing, the engine control light is on.
Loss from the bottom up.

Error code: P0299, Turbocharger Boost Control, Control Difference Below Specified Limit.

I was able to delete errors, but they still remain.
Still noticeable intermittent power loss from below.
(Sometimes he still pulls out, but in my opinion, the cases where he does pull out are becoming less frequent.)

Now I've read a lot about the VTG mechanism, VTG clamps, faulty pressure cans, etc. here...
So far, I understand everything.

But: Upon closer inspection, I have discovered that the axle in the AGR cooler is broken (where the pressure cap of the AGR cooler sits, and the lever inside operates), right into the cooler.
That means that there, in the hole, exhaust fumes will naturally escape.

Now, my question:
Is it possible that I could "lose" the boost pressure there?
I think that if I release the gas from the bottom, and the engine runs under load, then the AGR valve should be closed, and therefore the "pressure line from the turbo" should be sealed off towards the AGR cooler?
Or am I misunderstanding?
(e.g., because the AGR valve is actually (somewhat) open during acceleration?)

For your expert assistance, I would be very grateful.

The turbocharger is driven by the exhaust gases of the engine. If these gases simply escape, the shaft of the turbocharger has no drive.
Okay, close the exhaust leak.

Another cause for low boost pressure is leaks in the intake air system (for more information on "intake air system", please use the search function), or inadequate control of the VTG, for example, due to vacuum problems or a faulty adjustable valve, etc.
