Low Throughput: New Cylinder Issue?

Hi, I'm new here and I'm having a problem. Since the cylinder head was replaced on my 2003 Touran AZV 2.0L PD, I'm getting an error message:
16785 - Exhaust gas recirculation system.
P0401 - 000 - Insufficient flow.
Environmental conditions:
Speed: 1764 RPM
Torque: 66.0 Nm
Speed: 41.0 km/h
Last: 19.2%
Key press ratio: 14.7%
Binary value: 00001000
Air mass/Hub: 335.0 mg/H
Air mass/Hub: 555.0 mg/H
When I change my position to head-down, I also experience:
- Intake manifold and EGR valve cleaned due to oil sludge buildup, EGR pipe blown clean.
- Replaced sealing rings, including those for the intercooler hoses.
- Lubricated the control valve for the exhaust cooler.
The error message prompted me to double-check:
- Check vacuum hoses for leaks and proper seating.
- The can cooler valve is sealed and operates approximately 1.5 cm.
- Check the EGR valve for leaks.
- Adjust EGR settings using VCDS.
I noticed that the target value is always much lower than 200 mg/stroke, and the difference between the EGR being active and inactive is almost zero.
I would like to reschedule a meeting with the KD (Key Decision Maker) to discuss the proposals without immediately replacing any AGR (Arbeitsgruppe Risikomanagement) parts that are still functioning.

In the film, there is no change despite the fact that the duty cycle of the control signal is changing.
It's like the AGR is always turned off.

The Screenshot displays the incorrect measured value for the actual value.
Please install the latest version of VCDS.

Possible causes:
- The AGR (Aktivkohlefilter) is either mechanically locked or defective.
- The data set in the engine control unit has been tampered with (poor tuning).

Since I've never had any problems with the actual value shown in the Screenshot throughout my entire life, the last point on my list definitely needs to be checked.

I replaced the AGR valve because it wasn't opening mechanically.

I didn't expect anything different; cleaning the EGR valve either provides only temporary relief or doesn't work at all.
