Solution:
Within the VCDS program settings, there are checkboxes that allow you to specify whether the engine should be accessed via the K-Line interface instead of the CAN bus. This makes sense if K-Line is explicitly required and other methods should not even be attempted.

Therefore, the checkbox must be disabled when attempting to communicate with an engine control unit that is connected via CAN bus. This is the case with the Tiguan.
