I've also been wondering about this... Many of the small engines have suddenly become weak. Even the 68 horsepower PSA 1.4 HDI engine in the C1/106/Aygo models now only produces 54 horsepower, but it achieves its full torque output at a much lower RPM.
Could this be related to Euro 4 emissions standards? They might be trying to achieve Euro 4 without using complex technology, which is why they're reducing the power output. With such low power, a smaller wastegate turbocharger would suffice. This would result in quick boost at lower RPMs, but not enough volume at higher RPMs for significant power.

I can only say that it's from the BNM, and it has a power output of 51 kW.
It's derived from the BAY engine with 55 kW and is only detuned via software.
And it only reaches the 155 Nm of torque at 2,200 rpm.

Last week, I had a rental car with a three-cylinder diesel engine. The noise level reminded me of a bulldozer. It didn't really start producing power until around 2000 RPM, and then it abruptly stopped at 4000 RPM. I actually found the engine to be even noisier than a four-cylinder TDI.

Driving over 4000 RPM is absolutely uneconomical with a diesel engine... so I don't really care about that as long as the performance is good at lower RPMs.
The sound doesn't bother me if the fuel consumption and performance are good... but of course, it's a matter of personal taste. The engine certainly isn't for everyone.

I drive the 1.4 TDI and can confirm what you're saying about the lack of power below 2000 RPM.
But it really becomes fun from 2000 RPM onwards, and the "rough" sound is something you get used to.
