TDI Tuning: ECU Replacement?

Hi everyone,
I have a silly question.
Isn't it reasonable to increase the power of a 90 HP TDI engine simply by replacing the engine control unit with that of a 110 HP TDI?
Is something like that possible, or has anyone had experience with it?
What would be needed?

Unfortunately, this principle doesn't work with the older 90 horsepower engines because the 1Z...
The Waste Gate turbocharger has, while the AFN already has a VTG turbocharger.
The newer models with 90 horsepower also have VTG turbochargers, so it might work (aside from the...).

What advantages does it offer compared to 'standard' chip tuning? It is not road legal.
(at least, I doubt that Bosch/VAG would grant approval) and also more expensive.

According to this, using a 110cc engine computer would disproportionately extend the fuel injection duration (at full load), or it might not inject the intended amount of fuel (although probably not to a critical extent).
