Yes.

If so, that smells like a leak in the main brake cylinder's seal.
If this doesn't occur when applying high pedal force, that would also be an indication, as the seals would then provide a better seal.

Do I need to try again with different brake pedal pressures?

The brake system of vehicles with ABS should be bled with the engine running; however, I don't think that the symptom you described is related to air.

Is there a guide available for this? Here's my experience with replacing brake cylinders.

If the pedal doesn't reach the floor, this can be perfectly normal. After all, the vacuum pump for the brake servo continues to operate while you press the pedal, so the brake pressure is gradually increased.
That would indeed be an explanation. However, it seems like the pedal travel would be very high. After all, the brake pads aren't made of rubber, and the brake lines probably won't expand like balloons.

P.S.: It seems to be related to the brake booster.
With the engine idling, the brake pedal doesn't sink. It's still strange that the power steering can reduce the brake pedal force to zero. It leaves a feeling of unease.
