3B5: Troubleshooting and Common Issues

My colleague is having problems with the Climatronic blower fan in his Passat 3B5. Specifically, the Climatronic display occasionally flashes when starting the car, and then the blower fan doesn't work. VCDS only shows me the following information about it:

Part number: 3B1 907 044 H.
Part number: CLIMATRONIC B5GP 0003
Encoding: 17000

01273 - Fresh air blower (version 2)
35-10 - - - Sporadically

The car has almost 200,000 kilometers on the odometer. Is this "wear" on the carbon brushes, or is there a known issue (e.g., instability) with this Passat model? He once had a problem with the overflow of the water separator.

Is the expansion of the storage compartment on the passenger side of the 3B5 as complicated as it is on the G IV, requiring the removal of the center console, etc.?
