Radiator Fan Runs at Level 2 - Normal?

Hello everyone.

Yesterday, I noticed something strange with my Seat Ibiza AFN:

The engine was running for a long time while stationary, and the oil temperature rose to 98 degrees Celsius.
The outside temperature was around 13 degrees Celsius. I was a bit surprised that the first stage of the fan wasn't starting. Suddenly, it started running at full speed.
In my opinion, only the second stage is activated. The air conditioning was off, and when I turned it on, the fan didn't speed up either.


At home, I temporarily bypassed the switch on the front of the radiator; both settings work.

What could be the reason why the second stage is being activated immediately? Is this normal?
I'm quite sure the fan only has two settings, and when the A/C is on, it's already running on setting 1! Or does it perhaps have three settings???

Hello, does the fan run slower in the first stage when bypassing the temperature control compared to when the fan is running at 98 degrees Celsius oil temperature?
If so, then the thermostat switch is defective (it's not activating the first stage).
