I understand. Unfortunately, Ford workshops with exceptional expertise regarding VW PD TDI engines are probably as rare as finding rough diamonds on the Baltic Sea coast.
Even at companies like VW or Audi, you won't necessarily find what you're looking for right away, otherwise there wouldn't be so much activity here.

Could you please set up a self-diagnosis protocol, or at least retrieve data from the engine control unit (ECU)?

For the Sharan (which has the same construction), there are software updates available for the control unit 038 906 019 BH with data version 1587 + 1591.
An update regarding incorrect control/processing of the AGR (Abgasrückführung - Exhaust Gas Recirculation).

The new data value is 5630!

It might be a good idea to check that out.

Since you apparently have VAGCOM, it should be easy for you to check that.

The performance curve looks a bit strange, but Bosch's diagnostic power measurement systems without a brake are also only suitable to a limited extent for diagnostic measurements.
The power loss is perfectly normal (the 8 kW mentioned by Rainer is already included). On our dynamometer, cars like this typically have a power loss of 17-20%.

In Ulf's article about the dynamometer calculation tool, I found this link regarding the (un)reliability of dynamometers and the diagrams generated by them.

It's possible to manipulate a measurement within certain limits using various correction factors and similar methods, ultimately producing the result that the customer or client wants to see. Perhaps this argument can be used to question the diagram and encourage the workshop to think further about the issue.
Did the workshop itself commission the test? During such a phone call, you can also conveniently "order" the desired engine performance.

I think we should stick to the problem at hand, regardless of the diagrams. What we need are measurement data. Without them, we can't make any progress, and it will all remain speculation.
