Ok, well, it seems like the USB and HEX-USB+CAN devices are potentially fake. Unless the app allows VirtualBox to run with Windows 10 inside.
Can it be that you mean the app for
VCDS Mobile? This is for a different diagnostic interface (HEX-NET) and only opens the VCDS-Mobile website:

In this case, you don't need an app, but you can directly start the browser.
For this, you don't need a USB, as the HEX-NET interface is also accessible via Wi-Fi and a web server with VCDS-Mobile is running on it.
The VCDS Mobile is not bad, but a) it is currently only available in English and b) it is not yet as mature as the Windows VCDS software.
If it's intended for daily workshop work, I would recommend a tablet, netbook, or laptop with Windows 10.
