As soon as the outside temperatures drop below freezing, the handbrake on my Sharan (built in 1999) freezes solid. The rear brake cables no longer release. I took one out and put it in the freezer. Afterwards, it was completely stuck. How does water get in there? What can be done about it? Has anyone else experienced similar problems?

It doesn't seem like it was a very interesting topic.
I've experienced the same problem myself. It also occurs with various vehicles belonging to my employer.
Cause: Splashing water, undercarriage wash.
Suggestion: Either buy new ones or dry them in the oven at 50-70°C. Afterwards, grease them thoroughly, making sure the fat penetrates deep into the casings.

Mine has those rubber parts. It's also clear that, due to their age, they have deteriorated somewhat on my car. But for a vehicle manufactured in 1999?

If there's even the smallest crack in the casing, that's enough. I've seen this problem before in many cars. A highway drive in heavy rain is all it takes for water to accumulate in the handbrake cable.
