It's actually nonsense. Once fuel is injected, the engine should start. The reason it doesn't always happen immediately is due to the "auto-ignition temperature" not being reached yet, and fuel condensation on the components of the combustion chamber.

I think it's because the combustion chamber temperatures are not yet being measured, so we don't know when the auto-ignition temperature is reached. And ideally, it should start up as quickly as possible, before the battery runs out of power.
In the future, sensors will be integrated into the cylinder head cover (ZH), which will then provide additional parameters to the engine control unit (ECU).
The required starting speed when starting the engine is essentially just a mnemonic device for the (currently) missing parameters, used to pre-warm the combustion chambers. 3B5 AJM

At Audi, there is a Technical Service Bulletin (TPI) number 2012460/4. This states that when the light switch is in position NULL, the car may take 2-5 seconds to start, whether it's cold or warm. In positions 1 or 2, it starts normally.
Just to illustrate WHAT all can lead to unusual or delayed startup behavior.
PS: In such cases, the main headlight switch needs to be replaced  .
