I think you'll get more reliable price quotes if you contact the TÜV (technical inspection authority) in your area. They might also have some good advice. Sometimes, even with them, kindness can open doors. |

I called a TÜV (technical inspection center) near me.
He said something like, 'I'd be willing to go along with it if it cost around 60 euros.'

Würzburg prices, you just need to know which section (§) you need to use for the acceptance process. So, that definitely doesn't match up front and back.
Don't get confused, just ask your local TÜV (technical inspection authority) and that's it. |

However, I was still mistaken; 19.3 is the more affordable option.
'Will heißen:' translates to 'means' or 'is equivalent to'.
§ 19.2: Approximately €110.
§ 19.3: Approximately €30.
Section 21: Approximately €400.
21 refers to individual inspections, while 19.2 refers to inspections without a TÜV (German technical inspection agency) certificate, but with various other requirements. Certificates (e.g., load capacity for rims), 19.3 Approval with TÜV inspection report specifically for this modification, but without a general operating permit (ABE).
21 is paid by the hour. |

It was explicitly stated that these are Würzburg prices (so that you have a reference point). It is true that this can and does vary regionally, and I completely agree with you!
And when you go to the TÜV (technical inspection), well... so far, I've only encountered arrogant know-it-alls and complete idiots there, but their rudeness was off the charts. If you ask two people there, you'll get 3-4 different opinions as an answer. 'Just thinking about dealing with those guys for my wheel registration... they actually wanted to do an emissions test according to § 21... haha... even though the wheels are already factory-approved for my car... *headshot*.'
