Try using the latest version of VCDS. I had a similar error last year that was resolved after an upgrade.

I have the latest version, but it doesn't work with the 20.4.1 version from the Ross-Tech website.

For those where it didn't work: If you have a firewall installed, you need to allow outgoing connections on port 11000.

It was probably due to that – I'm not familiar with firewall settings. It worked with a different internet connection.

For the Windows-based function with VCDS, the latter is irrelevant. However, it's very useful for on-the-go use (via mobile phone).
