May I ask which measuring device you used to measure the 0.17 ohms? It must have been a high-quality instrument, and the connections probably weren't just simple test probes. Otherwise, the measured value is likely primarily due to measurement error.
The cooler fans consume between 150 and 450 watts. Common types use around 300W. This results in a resistance of approximately 0.5 ohms, calculated as 12V * 12V / 300W.
