Forget the pump; the error indicates a faulty sensor ring on the rear axle. It's not the sensor itself, but the ring (part number 191614149) on the hub that rotates.

Why I say that.
Because our Lupo TDI had exactly this problem for a long time (about a year).
After restarting, the error disappeared, but it reappeared at a speed of slightly over 20 km/h, just like with you.
I tried replacing all sorts of things without success, but it wasn't until I replaced the rear right wheel bearing that I noticed the damage to the ring. After replacing the entire hub, including the ring, the problem disappeared and never came back.

"Our Lupo has drum brakes on the rear. The adjuster wedge had become stuck and seized up... Now, when you pull the handbrake, the lever where the cable is attached moves too much and rubs against the sensor ring."
Consequently, the small gaps in the ring are compressed, and the wheel speed signal is no longer accurate.
This can also happen due to the accumulation of metallic debris or corrosion of the ring caused by age.

To make your search easier, use VCDS. First, go to the ABS control unit and find the measuring block where you can see the four fields representing all four speeds. Start the engine, start driving, and begin at a slow speed, gradually increasing the speed.
The good signals are consistent and rise synchronously, while the value of the faulty ring fluctuates sporadically and usually lags behind.

The ring is available individually under the part number listed above for €8-10, but I would always recommend replacing both at the same time.

The ABS light is off. The error seems to have disappeared on its own, as I haven't had a chance to look into it yet.

Despite that, I removed the connector from the control unit to take a look at the contacts. Everything looks perfectly verschandeln and shiny.

The error memory could be cleared, and the error no longer appears. I'm curious to see if it stays that way.
