TDI Passat: Ticking Noise - Common Problem?

A ticking or clicking sound is coming from the engine compartment, and it's related to the engine speed. I just recorded a video where you can hear it very clearly:

I would best describe the sound as being similar to the ticking of a clock. You can hear it throughout the video, but it's most noticeable when the camera is focused on the tire.
It comes and goes as it pleases; sometimes it stays for a longer time, other times only briefly.
It occurs when the car is cold, when it's warming up, and even when it's at operating temperature.
It happens when I turn the climate control on or off.
It occurs while the vehicle is stationary, during acceleration, when maintaining a constant speed, in boost mode, and during braking.
It happens when I press the clutch pedal or even when the clutch is fully engaged.
No warning light is illuminated.
The engine is running smoothly as it should.
There is plenty of performance available, as much as there should be.

I wouldn't necessarily suspect the hydraulic lifters or camshaft, because the noise doesn't simply appear and disappear.
I wouldn't suspect the ZMS either, since it seems to be present in both the coupled and uncoupled states.
Unfortunately, I can't really pinpoint where it comes from.

I've been searching the internet like crazy since yesterday, but unfortunately, I haven't found any information that matches my symptoms.
Perhaps someone here can help me.
Unfortunately, I don't have a way to read the error codes yet. I haven't been able to visit my local mechanic, and I'd prefer to avoid going to the dealership for now, as there's a risk of them making expensive misdiagnoses.
Here are a few other things I would consider: A bearing on the tensioner pulley for the V-belt, or a bearing on any other component that is attached to it.

Here are the vehicle details:
07/2006,
BMP, 120,000 km.
Manual gear shift.
All service work has been done at Volkswagen dealerships (except for the last oil change, which was performed by an independent mechanic).

It can be changed; take a look at this in the shop...

I think it's most likely a hydraulic lifter that is not holding oil properly.
