I once spent a lot of time troubleshooting to get a car running after changing the diesel filter!

Bleed the fuel injection pump very carefully!
The pre-charge pump wasn't working and appeared defective (also check the fuse). There was no obvious pumping action even when directly connected to 12V; it seems to be a rather unique system.

Finally, I got two friends to help. One was at the starter motor, the other blew air into the fuel tank with 1 bar of pressure. I opened two injector lines, and then we started it... After just 2 seconds, it ran. We closed the two lines again, and that was it – everything was working as if nothing had ever happened.

Before you start, check the anti-return valve (check valve) and also inspect the filter to make sure it's not blocked, especially considering the very low fuel flow coming from the tank! If in doubt, replace the diesel filter; there might be some water inside.

Note: If there's even the slightest amount of air in the system somewhere, it won't work!

Please also take into account what the previous speaker said - I did NOT experience that situation back then!
