According to Wikipedia, 4G technology was only deployed from 2012 to 2018. Therefore, the year your device was manufactured is likely 2018 or earlier, not 2019. You might want to check the model year using the VIN (Vehicle Identification Number).
2) If I'm not mistaken, the car should still have the controls located on the lever below the turn signal (and not on the steering wheel).
For all my vehicles from the VAG group, it was already possible to adjust the speedometer by +/- 1 km/h from the factory.
Up/down = +/- 10 km/h or +/- 5 miles per hour.
Res/Set = +/- 1 km/h or 1 mph.
You need to pull the lever for

km/h and press the button for -1 km/h.
